A scooter may not be buzzing along the highway at 70 mph, but that doesn't mean they don't need protection from blustering gusts kicked up by trucks and Mother Nature. Not to mention a shield from rocks, bugs, and the occasional idiotic bird. If anything, the mass of a scooter should make the rider more inclined to a few safety perks.
Slipstreamer has a line of windshields made just for the little guys on the block. They even gave it a cute name, the "Scoot." Cute or not, it is a tough piece of lucite that mounts to the scooter with anodized aluminum and powder-coated steel hardware. This will keep the fastenings looking young and working hard for as long as you need them.
A universal mounting system will make this product easy for riders to put on their machines. There are a few selections of style and shape, some with positioned vents if you don't want the air behind the shield to stagnate.
Having an unventilated windshield on a scooter can do more than just protect the rider from buffeting and bumblebees; it can also divert exhaust fumes around you while you're sitting in traffic. It won't do a lot of good, but every little bit helps.
I don't think cruiser or street bike riders give the scooters enough credit. When you talk about vulnerability, the scooter is a tiny bit of mass in the midst of giants. Then again, scooter riders need to recognize that it's a machine and not a toy. I've seen too many folks think they can ride home after a few beers because it's not a "real" bike. Okay, the lecture is over.
And a windshield can only protect your head so much. Your scooter helmet might be in need of an upgrade as well.
